            Delegate Martin moved to amend the bill on page 3, section 2, line 29, after the word operation by inserting a proviso to read as follows:

            “Provided, That a personal delivery device has the duty to obey any rules and regulations enacted by a local authority that are applicable to any type of vehicle operated within its jurisdiction.”
